i changed the sp cost of pheal and pref to reflect the number of
people in the party. basically it's "x" cost for people who _need_
healing, and "y" cost for people who don't. this is kind of counter
intuitive, but the issue is that the cost for healing a few people
actually allows people to be lazy and use pheal when they should be
casting direct heals, so i want it to be less functional to cast the
pheals, or rather, i want the pheals to be cast when it's actually
necessary, instead of when you are too lazy to directly target
people.

i welcome feedback on the new costs, especially in eq parties.

I would also like some honesty if you find yourself still casting
these spells instead of directly targetting the person who needs
healing.
