I made changes to ceb a year or so ago so that it wouldn't use a
static amount of damage. instead of taking your final damage from
the initial ceb and making it use that as the base for the rest of
the blasting, i took the average damage from ceb and made it add
stuff like hef bonuses and randomization every ceb. unfortunately i
didn't notice that old ceb boosted the damage per blast every time a
new bolt went through, so i had inadvertantly decreased ceb damage,
which made it kind of silly. so i now the base damage increases
every time it fires a bolt.

forgot to mention, but for now i have also disabled fumbles, which
really i don't see the point of.
